Rather by evil intent or prideful ignorance the green lanterns are responsible for those deaths and the birth of apocalypse.

Geneva has protected them and Dragon harbors golemns.  Geneva has researches the lantern and declared it safe even allowed them to start functioning again.  They found no intelligence in the lantern, but they found none before. Yet refusing to let the best equipped and most knowledgable mage corpse in the world verify.  Our troops have found intelligent golemns and green lanterns in seanchan, imperial territory, after a golemn iniated plague ravaged the land.  We have found a green lantern ring in the core after a failed attempt by the lanterns to take control. And our agency has found documents that suggest toshiro silverwing is not dead but lives as an intelligence in the lantern and constructed a deadly golemn body for himself. All this when they publish to the world there is no Intel in the lantern. They are hiding something either by evil intent or tricked ignorance they are enabling the golemns to our destruction. The lanterns will surrender turn off the lantern and all golemns handed over for execution. This will be done willingly or the might of the imperial army will do so by force.
